It's too all-or-nothing. I would suggest splitting general ed. into 4 levels and the major into 4. Or maybe into 3, with 1 being the optional "minor". Resumes would then have something like "G:2, M:3". The equivalent of a 4yr degree with a minor would be "G:4, M:3, N:1", where "N" is the minor. However, doing this well will require a degree standardization, and thus cooperation. That's the hard part.
