My father has Parkinson's so I know a bit about this topic. The positive effects of bicycling on motor control are relatively well-known and there is special equipment available. Mostly, it's tricycles modified to accomodate a person with disabilities. They are fairly hard to fall off of. The only downsides are cost and storage. They usually run upward of $2k and take more space due to the 3D factor.
