The tech generalization does exist in tng although it's not an absolute by any stretch. Shows like Voyager took that tech generalization and ran with and the criticism is much more apt for that series. Nu-Trek took this formula and cranked it up to 11. I'm not a fan of DS9 but they did manage to have some good episodes. My point is the author over generalizes and lets their bias run ramshod over reason.
