Honestly the way to go is to grab the source from ruby-lang.org and compile it. Too much weirdness when package managers install it. Edit - lol downvoted but

Honestly the way to go is to grab the source from ruby-lang.org and compile it. Too much weirdness when package managers install it. Edit - lol downvoted but it's true. Install from source and everything will work. It's also super easy.

This is what I had to do to get it to work on Windows (with the dependencies for the project I was maintaining at the time)
