The official position was not that the average mask worn by the public was useless, but that masks were. If a doctor suggested a properly fitted n95 protects against covid they would have been spreading information that was contrary to the the governments position. I am not sure the purpose of your link. The WHO was very slow in accepting the virus is airborne. Surely that should show that doctors who are against the authorities are sometimes correct and by removing their license you would be in the wrong.
