The 90s were very chaotic and hard times but the article is exaggeration. Most women (daughters) didn't turn to sex workers, most sons were not drafted to fight in Chechenia. In fact, it was even bigger worry that your son would be sent to fight in Afghanistan and be killed there during the time of the USSR.
Economically they were very hard and depressive times. Many mistakes were made. But then it gradually got better and it was nothing to do with Putin. In fact, Putin was one who supported many oligarhs and imprisoned and killed others that he didn't like. In a way, he was part of the problem that prevented Russia to develop even faster and made it too reliant on oil and gas revenue.
Putin simply had very powerful propaganda. Other post-Soviet countries similarly had problem with oligarhs and corruption and some of them made a slow progress to deal with it others not so much. Nevertheless, while achieving stability in Russia, it also tried to cause chaos in Transdnipria, South-Ossetia, Eastern Ukraine by inflaming nationalistic conflicts. Russia could get away with it for a while but now attempts to take over Ukraine will severely harm Russia itself and it will lose the stability it was hoping to keep.
