I can imagine it would be easier to send a "tourist" somewhere and buy up the entire local supply of available cameras and bring it home in a few suitcases, than it would to order custom-made modules possibly covered by sanctions. In the end, I expect the producer of the drone would be the only one who can shed light on the situation.
