At least cloudflare and AWS have been doing this for a very long time. Only they weren't using ACME but their own proprietary APIs where you couldn't export the private keys to you own server. Considering Google requires you to have a GCP account, I don't think it's actually very different and they only wanted to save costs by not developing more customer tooling.
