Sweden and Finland answers: Do you guarantee our independence ? Like you guaranteed that to Ukraine ? Putin also tried to create EU like fiscal organization with countries around Rossia but no one was so stupid to trust Rossia justice and honesty - Rossia is dedicated to being parasite country. Also Rossia example shows what happen when technical know-how is limited only to military (or mafia) - it fails. Then it need to be re-stolen, again, only for military becouse mafia in charge do not care about anybody else. Humans brain is limited - when you are busy keeping your position you do not have time and resources to create system when you actually can keep your position safe - playing with evil have that effect.
