I partially agree, sure all countries use some sort of espionage and non-fair game, but difference in share of these activities from all. - For soviet/communists, espionage and non-fair game are primary activities, because they absolutely avoid very normal for human exchange relations, more known as trade, which are primary for democracy countries.
