Help me with this. Why not just tax the fuel? Measuring carbon emissions has to be a pain. But we know pretty much what emits carbon, it's the gas or oil. Pick a spot in the carbon value chain that's closer to the source and tax that. It's a bit crude, but maybe more accurate than measuring emissions.
