I think your source is overstating it. OED says "a letter addressed to a particular person or persons but intended for a more public readership, as by deliberate publication in a newspaper or journal.", which sounds about right to me.
This, however, is not obviously addressing a particular person or persons. It's just a blog post.
- bee_rider 4y agoIt might just be that my summary was off, Merriam seems pretty close to yours: "a published letter of protest or appeal usually addressed to an individual but intended for the general public." I guess I added the implication that the public is "invited to join in."
