Nice to see an economic counterweight to the Deep State, and the inexorable expansion of government that it engenders.
The Deep State is any institutional interest in the state that is distinct from the public that the government represents.
One example would be the Military Industrial Complex.
Another would be those in the government who act on an incentive to maintain and expand regulatory restrictions on voluntary interaction.
