This reminds me of working at PagerDuty which has two-way integrations with tools like Jira. You can have an incident be created when a Jira is created (inbound) and have a Jira be created when an incident is created (outbound). This exact case had to be checked for and prevented.
I think Jira would go down before PagerDuty.
