TSA has a 2nd duty that many people are not aware of: It empowers the government to prevent potential “terrorists” from traveling. Think Canadian trucker protestor type people. There will be a time when being part of a political group can get you placed on a TSA red list.
To make this happen they have to screen trains, and perhaps even create check points on state borders.

I suppose that is vague enough to prevent anyone the government decides is not a person from using our "transportation system." Hmm...
