Several western countries are already using opt out for organ donation rather than opt in, as many countries have overly long wait times and people die waiting for a liver or lungs etc What unlike the US or China, many countries just don't have anymore are death sentences, so it is not really that much of a discussion to kill prisoners and then harvest their organs, because these countries would just not kill people like that
