There's nobody holding them accountable for not getting stuff done, so why would they get stuff done? From the perspective of bureaucrats, nobody ever got demoted for following established protocol and when the established protocol is delay any deny... It boggles the mind that people think that the FAA, CDC, EPA, and their other "favorite" agencies are somehow immune from the misaligned incentives, bureaucratic dysfunction and "not technically corruption" that characterize the agencies they don't like.
