You can submit evidence like this to the Police in the UK and they may act on it. Incidentally, I was involved in a heated discussion with someone the other week about her poor parking. Turns out she sent webcam footage to the police and I received a letter saying I had been reported for a public order offence but there was not sufficient evidence to act further. Raising ones voice isn't yet an offence I am pleased to report.
