I agree. Even with France being a country with a lot of nuclear energy in the mix. Even for a country with more carbon based forms of energy there are probably better and lower hanging fruits. Regulation would go a long way, like it did with Chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs) after Reagan and Thatcher came together to facilitate the "ban" on these substances. People slowly changing their buying behavior would not have sufficed.
