As far as I can tell, Google does not actually care that its platforms are used for abuse. You can report spam from gmail accounts, but if you do you just get even more spam. Gmail appears to pass your complaint onto the spammer, who now has a verified email address to spam more. Though the spammer might have to get yet another gmail account first.
