Having goals that can not be reached in time doesn't mean his goals are fake or that he doesn't mean to achieve them. There is zero sign that his support for free speech is a spontaneous idea that he will lose interest about in a few month. And there is also no way to achieve it but certainly there is plenty room to improve with Twitter.
