Your assumption, as stated, is that “poor places tend to be prone to violence”. That actually leaves no path for a nonviolent situation by premise of building housing for lower/lowest costs. I agree that the problem is nuanced and need to carefully avoid the people making problems for one another. If France has solved the housing problem I’m sure the world is ready to listen.
