"Copyright lawyers" != "Rights-holders" Say what you like about lawyers, but one thing I think we'll agree on is that they rarely do stuff unless someone else is paying for their time (IAAL fwiw :) I'm only half joking, because blaming lawyers deflects from the real issue here, which is the fitness-for-purpose of statutory fair use / fair dealing doctrine. There are quite a few eminent academic lawyers worth reading on this topic, e.g. Boyle, Lessig, Litman, Vaidhyanathan.
