This happened to my Instagram account a few months ago. Exact same error message but it made no sense as I hadn't done anything remotely against their terms of service and it was totally out of the blue. I filled out some support form to request a review and never heard back. I created the account more than ten years ago and it feels pretty sad to lose that much history and content based on a random glitch.
