What seems unnerving in this situation is Western universities not scrambling to scoop these scientists into their institutions. How do you let that go to waste

  Aren't there already something like 100 PHDs per job opening at universities already? There doesn't seem to be a problem with the supply as is.

    Except these are people who already made it through that gauntlet and are likely in the middle of incrementally reviewed projects. Some are surely at the top of their fields. Maybe China is being more welcoming. I wonder why that wasn’t addressed in the article.
