To prevent spam, github should not allow bots to interact with repos by default. It's up to repo owner to opt-in PRs, issues, comments, etc made by bots. Maayb

To prevent spam, github should not allow bots to interact with repos by default.
It's up to repo owner to opt-in PRs, issues, comments, etc made by bots. Maaybe also add whitelists.
