You have a very good point. I want to believe many humans essentially want to be nice, but cannot go from first principles (abstract) to results in the real world very well. Though I wouldn't be surprised if politicians and oligarchs are absolutely aware that a being "nice" law, is a weapon that they can use. Ever since Epstein, I've been wondering, how many "being nice" laws are really just a tool for the elite to punish dissidents.
