Surely a "random person walking their dog near the site by chance" would be much more plausible for that purpose.
- elliekelly 5y agoBut you can only use that excuse so many times before it becomes oddly suspicious.
- spacemanmatt 5y agoThey can't overtly communicate to large groups of officers that they should just make something up (e.g. dog walker) but directing the crowd to place trust in something which is verifiable nonsense gives them the cover of conventional wisdom.
