That’s a really good point. The first LTE cellphones I had were much faster to connect than 3G when loading webpages, but they weren’t as fast as they got a few years later, as LTE-Advanced started deploying, etc. Although part of the speed difference was probably also due to faster storage and more new LTE bands. I’d also point out that Canada had one of the fastest LTE networks and still does. Presumably part of the difference is having only a couple dense metro areas to cover. A monopoly on high prices with few independent MVNOs also doesn’t hurt.
