It's a difficult task to fix a broken culture like in law enforcement and we're seeing the realization that just cutting funding isn't going to magically fix everything.
It's a simple hypothesis to say that after the CHAZ suddenly everyone hated police, but in reality the tone among young people in Seattle was already becoming heavily anti-cop for years if you were part of the conversations going on. It's possible it just became more acceptable to express those feelings towards police directly and less acceptable to be positive towards them, especially with the stress of the pandemic destroying people's filters. Enforcement of certain laws like traffic violations or drug use was also already on the way out well before the pandemic started. Electing a pro-cop candidate like Harrell may be an indication of a swing in the other direction.
