A strong manager perhaps might 1) give space for the team to develop their own norms, 2) subtly nudge those norms with intention to test a hypothesis, gauge the result, and iterate and 3) once healthy norms have developed, take steps to formalize them (while taking care to maintain space for healthy dissent).
