It means that there is knowledge which cannot be shared. Questions are a burden, because others cannot tell you the truth, and upon understanding the truth you realize you cannot tell anyone. In my mind, it is a very astute and oblique way of referencing a world-wide conspiracy.
In “The Prisoner Puzzle” Patrick Mcgoohan states that he believes that technology is advancing faster than humanity can. I originally thought this was a luddite view, and confused me quite deeply, as I believe in creating a true strong AI, even if it sees us darkly. But then I realized he was referencing technology being used to manipulate one another, with which I agree completely.
