Extremely limited bandwidth (because T1s and E1s were just too expensive: I remember paying 25,000 Dutch Guilders [at least US$ 8K at the time] for a 2Mb/s connection spanning just about 80Km), operators realizing this is not what they want to do with the rest of their lives, ultimately selling out to bigger parties.
