I'm running through a similar situation in risk management. There is so much domain and institutional knowledge that's encoded in rules that its nearly impossible to reason about them in a generic way. Add in operational that is also rife with data quality and coverage issues and it becomes quite difficult. I think we have a term for this in both areas: garbage in, garbage out.
