Since we are finding that post facto, I really doubt it. It means their customers did not care about compliance.

  I think there is an assumption of compliance on behalf of the customer.

    Yes, but OVH's reputation is low cost and cutting corners. They have a lower price than the competition, and it doesn't take a lot to figure out why.
