  From the requirements: "... if an event is of sufficient importance, even relatively minor participants may require their own articles." Another criterion for his notability is that his killing has received significant international press coverage. What the English Wikipedia article currently does not mention is that for many years he was vice-president of the Ukrainian section of the International Committee Buchenwald-Dora.[1] As long as there is no other, more suitable article into which his can be integrated, I think he is notable enough for his own.
