I have been around for a while too and I think I can answer the rethorical question: it's a great fulcrum upon which to build teams and spring careers, and by the time problems have calcified there's been enough turnover or promotions that the reason why they are in place is completely lost. I do not say this with bitterness accumulated while building them: on the contrary, it's something I've usually realised only much later, when it was too late (and more than once).
