This is partially true but Putin and Xi dont happen in a vacuum. Stalin or Hitler didnt happen in a vacuum. The sanctions put on Russia are also meant to affect civilians, as they are partially responsible for the war. And the west will pay some price for the sanctions too, because they share a part of the responsibility too. However, I agree the author should have picked a better domain name.
