A few ideas for more productive organizational structure: * Temporarily merge the two teams, so the members share the exact same leadership chain. * Define clearer contracts between parties for what needs to get done, in what order of priority. Find the volunteers who can help ensure fewer important task dependencies aren't skipped. * Narrow the participant pool. No situation will make everyone happy, but some organizational rigor would allow for higher productivity.
