"Only 9.9%" is 3 million lines of code. I'm not sure your expectations of a reasonable oxidation rate is in line with reality. Most big "rewrite everything at once!" projects fail; Rust is designed to enable rewriting incrementally which necessarily takes time. Plus it's closer to 20% of all systems language Firefox code is Rust (see other discussion itt).
