I love NYC but every time someone in a show or movie proclaims it "the greatest city in the world" I have to chuckle a bit. But more seriously, why don't they just roll out dedicated loading zones like every other city in the world? Especially in Manhattan?

That would require removing parking. The small minority of drivers in the city get VERY worked up about the possibility. It's a classic example of how policy changes with diffuse benefits and concentrated costs are hard to implement.
