I have a feeling that this is one of those very well intentioned things which will likely lead to a worse environmental outcome. It is my understanding that paper is almost an entirely renewable industry at this point with most paper coming from recycle or trees which were planted for the expressed purpose of paper production. So the carbon footprint of paper is mostly just from the production process. It would not take many discarded "reusable" cups to completely nullify the benefits, depending on the material the reusable cups are made from.
