In NY illegal idling is an actual crime (at least in a lot of people’s eyes). It’s a violation of the commons by outsiders who are transient, so aren’t affected by the pollution they’re causing. I am greatly in favor of allowing people to be rewarded for preserving the commons, whether that’s by helping police figure out who committed a felony, or by gathering evidence of ongoing traffic violations.
