Right now, having children is a nightmare financially. Most of my friends simply can't afford it, and are wise enough not to. If the government wants to avoid disaster, they need to make changes to fix this reality. Example: add a k% tax on everyone, and a x% tax reduction per child you are the legal guardian of, up to y children. Use the money raised to subsidize day cares, public schools, etc. Make the idea of having a kid less awful and people will do it. (That wasn't meant to be a double-entendre but I'll take it).
