  Is there meaningful opposition? A separation of powers? Free and fair elections? A free press? If his desires become actions without resistance then Putin == Russia Maybe you mean Putin != All Russians

    I mean that Putin does not seem to be able to distinguish himself from Russia, mistaking his ambitions for Russia's best interests, etc.
