Isn't Rust supposed to have incremental compilation?

  It does, kind of (disable on current stable, should be re-enabled on the upcoming one). There is still room for improvement, even having interpreter/JITs, the focus has been in other more critical areas though. Even though I complain a bit, I must also aknowledge that it has significantly improved during the last couple of years.
