Only if they can find enough engineers. Supposedly, many Russians are so desperate to leave, that a ticket to Tbilisi costs thousands of dollars. They're fleeing to Armenia, Azerbaijan, Kazakhstan, Uzbekistan, Kyrgyzstan... Things must be grim indeed if Kazakhstan looks like a step up from staying in Russia.
