It's hard for me to see major browsers (Chrome, Edge, Firefox, Safari) accepting Russia as a TLS CA, especially given Western sentiment toward what's happening in Ukraine right now. It's pretty obvious that the Russian government would use it to spy on users.
A similar effort by Kazakhstan a few years ago was shot down by the major browsers.
