They can be sued civilly. and also be charged criminally for “denying of honest services”. The FBI has charged people with Honest Service Fraud who broke their contracts with Amazon recently in a high profile case and seized all their assets via civil forfeiture.
Cancelling someone’s domain or certificate earlier than the agreed upon expiry date sounds to me like a Dis-Honest Service.
