A friend of mine would use the carpool lanes on the 520 bridge in Seattle, where there's a pretty strictly enforced 3+ carpool lane (so that the bus can jump the traffic), she would routinely get pulled over for not having enough people in her car. Once the cop looks back at the driver though, they realize there's two babies in car seats in the back. Happened to her all the time.
